GLC was founded by Brenda Cordova. Mrs. Cordova is a Mexico attorney with an LL.M. degree on International Law and Latin American Studies from the University of Texas at Austin. She also completed a certificate on Introduction to American Law from the University of Pennsylvania. Currently, she is a candidate to obtain a doctoral degree on Customs Law and Foreign Trade from the Centro Universitario de Estudios Jurídicos.
Brenda assists and trains companies, law firms and customs brokers in the following areas: Maquiladoras/IMMEX compliance, export controls, certificates of origin, NAFTA / USMCA - TMEC and other FTAs, classification rulings, pedimentos, NOM, labeling, PAMAs, valuation, Customs regimes, IVA/IEPS, AEO and other Customs Certifications, anti-corruption compliance, international contracts and foreign investment. She has also successfully challenged MX Customs decisions affecting US companies doing business in Mexico and has represented companies before Mexican courts and other governmental authorities.
She is an Of-counsel to several United States law firms, and has an alliance with Braumiller Law Group in Dallas, Texas since 1994 . She was the Mexican counsel for Integrated Trade Systems, a procurement international services company in Houston, Texas. She was the head of the Minister of Foreign Affairs (SRE) office in Rioverde, S.L.P. She was also a professor on Customs and Trade courses at the UASLP campus ZM. She is a English - Spanish certified translator (perito dictaminador traductor)
Brenda is a member of the NASCO, AMA, CITBA and has been a member of AAEI, MBA, COMCE, ICPA and SIA. She has been a featured lecturer for various conferences and seminars throughout the United States and Mexico.
She is part of the Board of Trustees of CODI, a home shelter for abandoned children. She founded Guias de Mexico (Girl Scouts) in Rioverde, SLP. Her troop is composed of children from the shelter.
Francisco graduated from the University of the State of Michoacan, has a Master’s Degree in Taxation and Administrative Law, a Specialization in Foreign Trade from the Virtual University of the Tax Administration Service, a Specialization in Foreign Language Teaching from the Pan-American University, a Degree in Tax Law from the Autonomous Technological Institute of Mexico (ITAM) and is an Interpreter-Translator (English-French-Spanish). He has more than 15 years of experience in the Mexican Federal Government as an auditor.
Francisco focuses his practice on foreign trade, customs valuation and originating goods. His vast experience also covers the execution and issuance of orders and legal support, the analysis of irregularities in foreign trade transactions and responsibilities related to audits, inspections, monitoring actions and origin verification.

Valentin Lopez-Torres is an Attorney who graduated from the School of Law at Universidad Sierra Madre en Zacatecaz, Zac, México.
His practice areas focus on immigration law, corporate, and cross border issues between Mexico and the United States.
He represents Grupo Legal Cordova in San Luis Potosi, Mexico helping international companies and individuals investing in Mexico with immigration matters, such as temporary and permanent visitors, professionals, businesses and investment visas. He also provides legal representation and advice to companies regarding legal and administrative needs during their incorporation and registration process in Mexico. On their behalf, he obtains the proper required authorizations, licenses, notices and registrations from the corresponding authorities.
He worked at the First Judicial Court in Rioverde, S.L.P. His duties involved reviewing, drafting and analyzing court rulings and final decisions on civil, corporate, family and criminal.
Andre is an attorney who graduated from the Marista University of Mérida with a Master’s degree in Financial Management. He was also an exchange student at the University of Barcelona, Spain.
He has experience in Foreign investment in Mexico, Notary Law, Corporate Law, Real Estate Law, Wills, Industrial Property, Intellectual Property, Family businesses and Corporate Governance.
He is an outside counsel for the Mexico practice area of Grupo Legal Cordova. He is also the founding and managing partner of ANDUM Consultores, a law firm specializing in the development of projects in Corporate Legal Consulting, investment in Mexico, implementation of corporate governance systems and institutionalization of family businesses.
He is Member of the National Association of Business Lawyers, Yucatan Section, School of Lawyers A.C., as well as author of various publications in business-focused magazines.
Mr. Jaime Tovar is an Attorney who graduated from the Universidad Autónoma Metropolitana – Unidad Azcapotzalco de la Ciudad de México. His area of expertise is in Customs and international trade matters.
He was part of the Legal Department within the former “Area Contenciosa en la Administración Local de Grandes Contribuyentes (Legal Department of the Local Administration for Large Taxpayers), from the Servicio de Administracion Tributaria (SAT) in Naucalpan, Mexico State.
He was responsible for reviewing, drafting and analyzing Motions to Reconsider (Recursos de Revocacion) related to the non-payment of Customs Duties, taxes and fees. He also served as a confiscations and impounds officer for the Administracion Local Juridica de Naucalpan (Legal Local Administrations from Naucalpan), from SAT.
He was also a Special Services Customs officer at the Aguascalientes Customs office, appointed to the Customs Section of the Aguascalientes and San Luis Potosi Airports. His duties involved Customs clearance, calculation and review of Customs duties, taxes and fees, as well as, inspection of containers, classification of goods, labeling, country of origin, Procedimientos Administrativos en Materia Aduanera (PAMA), among other related matters.
Currently, he represents Grupo Legal Cordova in the Mexican Bajio Zone in Mexico. His extensive Customs and trade experience allows him to successfully represent and advise Maquiladoras/IMMEX, Customs Brokers, law firms and companies doing business abroad.
He was a Consular Diplomatic Officer appointed by the Secretaría de Relaciones Exteriores to the Mexican Consulate in Eagle Pass, Texas, EUA. (2008-2011). His duties involved providing Mexican legal and administrative advice to Mexican citizens living in the United States.
